Mayor Josiah Quincy pushed the project through the city council in the 1820s, and locals repaid him by naming the whole structure after him.

A 1960s plan to swap the empty hall for a parking garage stalled under a preservationist lawsuit, and the long fight ended with the colonnades reopening to a packed crowd in 1976.
