Cebu is generally safe and foreigner-friendly, but petty crime and taxi overcharging are the main concerns for visitors. Petty theft, unlicensed drivers, and inflated prices are the things to watch most. Stay alert in crowded markets and around transport hubs, and always use official or app-based taxis.

1. Unlicensed airport drivers
手口: Drivers without official credentials approach arrivals outside the terminal and quote inflated flat rates, sometimes 3 times the metered fare, then may refuse to use the meter.
回避方法: Walk to the official taxi rank or book through the Grab app. Insist on the meter before the ride starts.
2. Meter not running
手口: Some taxi drivers claim the meter is broken or insist on a flat rate for trips to tourist areas, charging well above the metered price.
回避方法: Refuse rides without a working meter. If the driver will not start it, take the next taxi.
3. Poor-rate exchange booths
手口: Exchange counters in tourist-heavy malls and near major hotels advertise eye-catching rates but apply wide spreads or hidden fees, giving you far less than the bank rate.
回避方法: Use banks or reputable licensed exchange counters and compare rates before converting large amounts.
4. Snatch-and-grab theft
手口: Thieves on motorcycles grab phones or bags from pedestrians, especially along busy streets and near transport stops, then disappear into traffic.
回避方法: Keep phones and bags secured and out of sight when standing near roads. Avoid walking with your phone in your hand.
5. Overpriced tricycle rides
手口: Tricycle and habal-habal drivers quote high flat fares to visitors who do not know local rates, especially for short hops between landmarks.
回避方法: Ask the price before boarding and compare with the approximate 30 to 50 peso rate for short rides. Negotiate firmly or walk.

Mactan-Cebu International Airport (CEB)
