For dining away from tourists, hit the backstreets near Sannomiya. Found a tiny local place with amazing soba and almost no English, just how I like it.

Kobe's food scene is killer, especially the beef. Weather was a bit rainy when I visited, so pack a light umbrella. 2-3 days felt just right to explore the city.
